Civilian killing could have been avoided: Pema
ITANAGAR, Jun 16: Following the killing of Thingtu Ngemu (35) of Kongsa village by the security forces, the Chief Minister Pema Khandu has sought the intervention of the Home Ministry as he said that killing could have been avoided.
The Chief Minister spoke to the Union Home Ministry expressing concern over the incident.
"This kind of incident could have been averted through proper care and planning," Khandu, who is out of the state, said in a strongly worded statement today.

Arunachal likely to achieve ODF status a year ahead of target

Heroes debunking the myths surrounding Blood donations

ITANAGAR, Jun 16: The importance of blood donation is mostly recognised during emergencies, with people often forgetting that emergencies do not come with warning bells. While blood donation is a healthy practise for the donor, there are many hesitant people who back out when the need arises because of the myths surrounding it.
To give a clearer picture on blood donation, we spoke to a few regular blood donors, one of them a pathologist.
Appointed as Blood Bank Officer of General Hospital Ziro in 2013, Dr Joram Khopey tells us about the difficulties in maintaining a blood bank, with frequent power cuts causing difficulties in proper storage of the blood in stock. Since the stored blood units require 24 hours of power supply to maintain their temperature of two to three degree Celsius, Dr Joram made out a proposal for solar powered invertors in 2014.
Soon the Infosys, under its CSR scheme agreed to sponsor the invertors, but file movement took him a considerable amount of time, with many trying to get hold of the contract work. However, the support of his colleagues helped him in acquiring a sanction for the project in March 2014 and the hospital officially started storage in December 2015 with solar powered invertors.
However, the battle did not stop there since the blood bank needed willing blood donors. Dr Joram made efforts to create awareness in Lower Subansiri district and started by encouraging his family, friends and his staff members to donate. Dr Joram continues to create awareness and debunk the myths on blood donation.
The largest myth surrounding blood donation is that women are incapable of donating blood. He informs that most of the donors in Ziro are women. The restrictions are all the same as they are for men, like having haemoglobin levels of 12.5 or more; the donor should be an adult of 18 years and above; people with tattoos have to wait for a minimal period of six months; those who have taken a Tetanus Toxoid injection have to wait for 12 to 15 days, and several other requirements, which are asked to be filled in a confidential questionnaire. The few times a woman cannot donate is when she is menstruating heavily, is pregnant or is lactating.
When we speak of women donors, 54-
On her choice to set up a voluntary blood donation organisation, Taloh says that there have been instances where people would come to visit relatives who were terribly sick or in an accident and required blood. But when the time to donate blood came, only a handful would remain. These handful people ready to donate would mostly fail to donate blood because their blood group did not match with the patient or they would not pass certain criteria. This, she says was her driving force in starting the organisation so that no patient is denied blood which is easily available, if only people are willing enough.
As a woman who has donated 17 times, Taloh also disproved of the myth that women are incapable of donating. She explained that there are certain parameters that every donor has to clear before they qualify to donate blood, but gender is not one of them.
Not only do her female volunteers donate widely, all her volunteers take upon the task of travelling to donate blood to other states as well, and at their own expense.
She also informed that there were professional blood donors who charged about Rs 7000 to 8000 for a unit of blood. But since she started the organisation, these professional donors have ceased to exist.

Jeke informed that Arunachal Pradesh requires at least 15, 000 units of blood annually, and with the constant efforts of various organisations and people coming up voluntarily to donate blood, the gap has been somewhat filled and there is an availability of 10, 000 units of blood in the blood banks now.
While Taloh holds regular voluntary blood donation drives with the support of Pasighat General Hospital authorities, she makes sure that at least some of her volunteers are kept on hold for emergency calls. Jeke on the other hand holds frequent blood donation drives with the assistance of the Rama Krishna Mission Hospital, Itanagar and Tomo Riba Institute of Health and Medical Sciences (TRIHMS) and hands over the blood units to the hospitals.
Jeke said that they are unable to donate to private hospitals because those hospitals neither have the required certification or blood banks for the purpose. If anyone is in requirement, they can collect the blood from RKM Hospital or TRIHMS, while Taloh is always on call as and when required.
Their approaches may be different, but they are doing their best to mitigate the issue of blood shortage in the state. There is the need to be prepared for emergencies with well stocked supply of blood, and there is also the need to be prepared for an emergency call where patients require fresh blood and not stocked blood, mostly in cases of cancer patients.
To encourage more donors, Dr Joram says that the Lower Subansiri Administration has issued an order, which gives a government employee one day off from work if they donate blood. He hoped that this example would be emulated across the state to encourage the activity.
He also hoped that the government would raise the meagre amount of Rs 25 worth of refreshment to blood donors.
They also clarified on the government hospitals charging a processing fee of Rs 700 to Rs 1000. They informed that the fee was earlier in place at the order of the Government of India for tests on the received blood, which was to be paid by the blood recipient. However, on May 23, 2017, the government waived the fee and now the recipient does not have to pay for the test in any government hospital. If they are charged the amount, they can place a complaint to competent authorities.
However, hospitals like Rama Krishna Misison in Itanagar do not come under the same laws and they charge a very minimal fee of Rs 500 for the test processing.
Dr Joram also highlighted the need for a blood component separation machine, which is currently only available in RK Mission Hospital. "If the state government acquires this machine, then one unit of blood can save three to four lives. Since we do not have the machine, an entire unit of blood has to be used for one person."

CS flags off Quick Response Vehicle
ITANAGAR, Jun 16: Chief Secretary Shakuntala D. Gamlin on Friday flagged of a Quick Response Vehicle (QRV) for Capital region to be stationed at SDRF camp, Chimpu.
The Chief Secretary suggested to have at least two more such QRVs to cover entire Capital Complex.
This vehicle can be called after dialing toll free DDMA Helpline number 1077 in case of any emergency, informed Deputy Commissioner Prince Dhawan.
Quick Response Team with Rapid Response Team of Medical Department will be activated and move to the spot as and when such call is received, he said.
Besides, the QRV will also keep close vigilance over all vulnerable areas within Capital Complex, Dhawan added.
Principal Secretary (Home), SDRF personnel and members of DDMA attended the flagging ceremony, which was held in the office premises of the Capital Complex Deputy Commissioner.

School boy drowns

The boy was a class seven student of John Camemorel Memorial School, Kumari under Lekang circle, and had come home from his boarding school to collect his photographs and blood report for school documentation.
Reportedly, on the morning of June 14, at around 11.30, he went out with his friends and stopped near the river to bath when the incident occurred.
The body has been handed over to the family in Shanti Nagar, Namsai after post mortem.

Speaker Thongdok calls for strengthening parliamentary procedure
ITANAGAR, Jun 16: Arunachal Pradesh State Legislative Assembly Speaker, TN Thongdok has said that rules of parliamentary procedure constitute the backbone of a legislature, and unless, these are strengthened, none can arrest the decline and decay of our legislatures into moribund institutions.
He said this while addressing the 16th North East Region Commonwealth Parliamentary Association (NERCPA) Conference at Imphal, Manipur which is being held from Jun 15 to 17.
Thongdok, while speaking about parliamentary procedure for the new millennium emphasized the importance of legislatures to governance and said that if legislatures become irrelevant or reduced to merely ritualistic chambers, accountability of governments would suffer and good governance will become the casualty.
'The Rules of Procedure of the Houses of Parliament of India owe their genesis to the Standing Orders of the Central Legislature that existed during the British times. All state legislatures in our country, more or less, adopted the same Rules of Procedure of Parliament of India. Since Independence, despite several annual conferences of the presiding officers in the country, no comprehensive revision of the Rules of Procedure of Legislatures in India has taken place to tune them to the times we live', Thongdok informed and said that it has become imperative that the Rules of Procedure of House and Committees of the North Eastern Legislatures are reoriented to suit the regional requirements as well as to fit the needs of the day.
He further made few suggestions with regard to reframing the Rules of Procedures of Legislatures in India, especially of the Legislatures of the North Eastern Region, to suit both the new millennium as well as the regional locale.

Govt agrees to repair road leading to RGU
DOIMUKH, Jun 16: All the potholes of road leading to Rajiv Gandhi University will be filled from tomorrow onwards while blacktopping will be done by September 2017.
This was decided after a meeting was convened at the Rajiv Gandhi University the primer educational institution of the state.
The Rajiv Gandhi University Students Union (RGUSU) have been pressing hard and demanding for immediate renovation of the said road for the convenient of thousands of students of the varsity.
They had also threatened to stop the admission process of the university if the road is not repaired.

Mein said that people should be encouraged to take up cultivations of Rubber, Coffee, Tea and Spice crop cultivation in the state and urged the officers of the agriculture, horticulture and allied sectors to gear up and perform up to the expectations. He asked the Agriculture and Horticulture Departments to immediately start the nursery preparations of Rubber and Tea at the Govt Nurseries as the State govt has already allocated fund of Rs 10 Crore each for raising Rubber and Tea Nurseries in the Govt Nurseries so that quality seedlings and planting materials are supply to the farmers at affordable rate.
He said that the Land Possession Certificate issued by the District Administration shall be deemed as an Land ownership certificate with the help of which farmers can avail the benefits of loan, subsidy and others offer under various schemes such as Chief Minister's Krishi Rinn Yojana, etc. He requested the Rubber Board, Spice Board and Coffee Board to accept LPC as a genuine document of land ownership in any of their subsidy and loan offer to the farmers.

MVAC stage dharna against PD Sona

State weavers urged to design exclusive products to make a niche for themselves
ZIRO, Jun 16: State's weavers need to design exclusive products using natural fabrics in order to make a niche in the competitive world, said Secretary, Cooperation, Onit Panyang while addressing weavers from Lower and Upper Subansiri district during a seminar conducted by Arunachal Pradesh Weavers Federation Ltd (AWFED) at DC's conference hall, here on Thursday.

DA to provide private security guards on hire basis
ITANAGAR, Jun 16: In an effort to address the security issues in various offices within the Capital region, the District Administration is making an endeavor to provide private security personnel on hire basis under some standard conditions.
The effort is being made considering the security issues raised by various State and Central Government departments, Banking institutions, PSUs, etc.

The Deputy Commissioner stated that it was not always possible to deploy police personnel for a long time in a particular office due to huge deployments in and around the Capital region. Taram reviews law and order of the state
ITANAGAR, Jun 16: Parliamentary Secretary, Home & Education, Pani Taram has reviewed the law and order situation of state with the top police officials on Friday.
During the meeting, Taram asked the top police officials to continue vehicle checking drives and give utmost priority to safety and security of the people. Violators of the laws must be booked, he said.

APFA announces event calendar for 2017-
ITANAGAR, Jun 16: Arunachal Pradesh Football Association (APFA) has announced the
event calendar for the year 2017-
As per schedule, the state level Tadar Tang Memorial Football Tournament will be held during December, 2017.
The Zonal qualifying rounds for the tournament would be conducted in two phases. While the first phase will be organized from November 2 to 8, the second phase will start from November 10 to 16.
The entire state has been divided into three zones with two teams from each group qualifying for the final round.
The Eastern Zone comprises Lower Dibang Valley, DibangValley, Lohit, Anjaw, Namsai, Tirap, Longding and Changlang while the Central Zone includes East Siang, West Siang, Upper Siang, Siang, Papum Pare, Capital Complex and Arunachal Pradesh Police.

Punish the murderer
The killing of an innocent villager at Changlang allegedly by Assam Rifles marks new low in the counter insurgency operation in Arunachal Pradesh. One Thingtu Ngemu was killed in a case of mistaken identity. There is no justification for such gruesome act in a civilized society. The perpetrators of such heinous crime should be strongly punished. People of the troubled districts of Tirap, Changlang and Longding are often caught between security forces and underground groups.
Several UG group like NSCN (IM), NSCN (K) etc operates in the three districts. In the past on several occasions factional clashes broke out between these groups due to which people have suffered a lot. Also in the name of carrying out counter insurgency operation the security forces has been alleged of harassing innocent people. But this is for the first time that an innocent citizen has been murdered by the security forces. They cannot just wash off their hands citing 'mistaken' identity as excuse. People responsible for the murder of innocent citizen should be held accountable. State government should take this incident seriously and put pressure on government of India to rein these military personnel. These kinds of incidents will lead to breakdown of relation between civilian and armed forces which can catastrophic effect on a sensitive border state like Arunachal Pradesh.

Appeal for fair exam
Dear Editor,
Through your esteemed daily, I would like to appeal the Director of Education to cancel all RMSA IT teacher result of other districts and let the exam be conducted at Itanagar centre for every district , for fair exam.
My first point is that Education department should conduct a fair exam in every district. In some districts, the candidate were using mobile while in some districts, the candidate were lesser than the vacancy.
Why should the rules be different for Papum Pare and East Siang where there are more qualified candidates?
And also the questions were very tough and no candidate would have qualified the exam but with the help of mobile phones, some of candidate qualified. Is this recruitment really fair?
Even some of my seniors who are brilliant and very good in the core subjects could not qualify but how come some candidate who are very poor in studies qualified.
What is the need of GK &GE to teach computer science ?
The dept should conduct walk in interview to see the teaching ability and subject knowledge of a particular candidate.

Dear Editor,
This is in response to the clarification given by Deputy Secretary, APPSC on 10th of June 2017 in Arunachal Times regarding confusion in filling of OMR form for prelims. We appreciate the APPSC for that.
However, I demand further official declaration from your side that no form will be rejected , even those who have written age as on 1/1/2017 in column 6), as many of us have already submitted the form in the office before the clarification from APPSC.
Therefore, we demand official declaration regarding the same. Otherwise we will be forced to submit new form. We cannot lose the opportunity due to silly confusion created by the department.
